Victoria M. Carlile, 30, Liberal, is charged with counterfeiting $50 and $100 bills. The crime is alleged to have occurred in January in Seward County.

If convicted, she faces up to 20 years in federal prison and a fine up to $250,000. The U.S. Secret Service investigated. Assistant U.S. Attorney Alan Metzger is prosecuting.

At 6:11 am Tuesday, Liberal firefighters were dispatched to 2642 Long Ave. for a reported fire in the bedroom of the residence.  Prior to arrival of fire units, Liberal Police officer’s on-scene advised that all residents had evacuated and were accounted for.  The homeowner successfully attempted to control the fire to some extent with a garden hose through the bedroom window.  Firefighters making entry encountered very little fire which was confined to one room of the home.  The fire was declared under control at 6:14 am.

The fire began in the bedroom and spread through the entire room.  The remainder of the residence suffered heat and smoke damage.  The exact cause of the fire is undetermined at this time; however it appears to be accidental in nature.  Three of the occupants of the residence were evaluated at the scene for possible smoke inhalation and one firefighter suffered an injury from a post-fire fall while removing equipment from the home.  The fire department responded with a total of 18 personnel, two engines and a medical/rescue unit.  Also assisting at the scene was the Liberal Police Department, American Red Cross, Southern Pioneer Electric & Black Hills Energy.  All units were fully returned to service at 7:42 am.

At 9:13 pm Saturday, Liberal firefighters were dispatched to 905 W. 2nd St. for a reported structure fire.  Prior to arrival of fire units, Liberal Police officer’s on-scene reported heavy smoke from the roof of the residence.  All occupants of the residence were reported to be accounted for thanks in large part to working smoke detectors in the home.  Firefighters making entry encountered fire in a utility room and through the roof in the rear of the home.  The fire was quickly knocked down and additional search of the residence for occupants& pets was conducted.  The fire was declared under control at 9:47 pm, however firefighters spent a considerable amount of time opening void spaces to locate and extinguish hot spots in the attic area.

The fire appears to have started in the area of the water heater and rapidly extended into the attic space before venting through the roof.  The home suffered extensive fire damage in the utility room and attic, as well as heavy smoke damaged to all levels.  No injuries to occupants or firefighting personnel were reported.  The fire department responded with a total of 16 personnel, two engines and a medical/rescue unit.  Also assisting at the scene was the Liberal Police, Water & Building Departments, American Red Cross, Southern Pioneer Electric & Black Hills Energy.  All units were fully returned to service at 11:49 pm.

While operating at this fire, firefighters also dealt a vehicle fire resulting from a passenger car that overheated on-scene and an injury accident at the corner of Pine St. & Western Ave.

 An Arizona flight instructor is jailed in Seward County, Kansas, charged in a $2 million dollar cocaine smuggling operation that police busted Wednesday in Liberal, Kansas.


Patrick Williams, 51, of Tempe, Arizona and Ricardo Lopez, 26, are charged with distributing cocaine, conspiracy to commit distribution, and several other charges.

Wednesday, the KBI said it, along with the Department of Homeland Security got information that led them to a suspicious plane landing at the airport in Liberal. The Seward County Sheriff's Office assisted in meeting the plane on the tarmac and identifying those inside. Williams and Lopez were arrested and law enforcement seized 144 pounds of cocaine as well as the plane.

According to FAA records, the 1970 Beech 70 Queen Air fixed wing multi-engine airplane was just recently purchased and an application for registration is "in progress." The address listed under the Registered Owner portion of the FAA records can be traced back to Fly WAAZ, LLC (Williams Aviation Arizona) which is owned by Williams.


A picture of the seized plane also appears on a Facebook page associated with Williams.

FAA records also show Williams Aviation Arizona LLC listed in an Other Owner Names section of the plane's registration status.

On his website, Williams says he's a commercial contract pilot, certified flight instructor and advanced ground instructor. He writes he began flight training while in the US Air Force Academy in Colorado and he had his first powered aircraft solo in the mid-80's.

Fly Waaz offers flight training services out of Falcon Filed, in Mesa, Arizona.

A criminal check shows Williams was found guilty of two counts of fraudulent schemes from crimes he committed in 1994 in Maricopa County, Arizona. In 2011, he was found guilty of Illegal Control of Enterprise and Unauthorized Computer Software Use in the same county.

Williams' mother spoke with FactFinder 12 Friday about the arrest. She said she had no idea it even happened. She called Williams a polite man who was a good Catholic and she doesn't know what happened. She knew something was up, she said, when she didn't hear from Williams. She said he normally sends her a message each morning and she hadn't gotten one since Tuesday. He was working on his aeronautical engineering degree and she said she couldn't believe what she was hearing.

Both Williams and Lopez were in court this morning. Bond is set at $2 million dollars for each man.

The Kansas Bureau of Investigation and the Seward County Sheriff’s Office seized a large quantity of cocaine. They also seized a twin-engine aircraft at the airport in Liberal.

The KBI along with the Department of Homeland Security Investigations developed information which led them to be suspicious of an aircraft that would be landing at the Liberal Mid-America Regional Airport.

The KBI said the aircraft landed just before 6:00 p.m. Wednesday and it was detained by authorities. Over 65 kilograms of cocaine were discovered after contact was made with the plane’s occupants. The cocaine is estimated to be worth approximately $2 million.

The pilot and passenger of the aircraft were arrested after the KBI and the Seward County Sheriff’s Office seized the Beechcraft Queen Air along with the cocaine.

The identities of the the pilot and passenger have not been released. The KBI, DHS Investigations, and Seward County Sheriff’s Office is continuing to investigate the incident.
